How the Council works
- The Council meets on the last Monday of each month, unless the Executive Committee decides otherwise. The Constitution also says the Council should meet at least once in each of eight months of the year and should not meet in August unless necessary.
- Ordinary monthly meetings are for elected members, apart from invited external speakers. A quorum of at least ten elected members is required to conduct Council business.
- The Council elects an Executive Committee each year from among its elected members. Its stated roles include Chairperson, Vice-chairperson, Secretary, Assistant Secretary and Joint Treasurers. Joint PROs, Grants Officer(s) and PPN Representatives are also listed as officers of the general committee.
- The Executive Committee is responsible for external negotiations on the Council’s behalf, unless the Council delegates that authority to other Council or subcommittee members.
AGM and elections
- The Annual General Meeting (AGM) is held each January at a venue within the parish. Council elections take place at the AGM every three years, for the following three-year term.
- People over 18 who live in the parish may take part in the Council election. All members of the community may attend and contribute to AGM or Special General Meeting discussion; voting is limited to people over 18 who live in the parish.
- Subcommittee and parish group or organisation representatives are put forward, proposed and seconded at their own meetings before the AGM. Proposed candidates need to be present at the AGM, where attendees may vote for several candidates.
- The Constitution also allows the Council to co-opt candidates from time to time. Candidates are proposed, seconded and voted on at a monthly meeting.
- The AGM includes reports from officers and subcommittees and general discussion. Its quorum is at least ten elected Council members or twenty non-elected community members.
